For the topping:

1 cup yogurt

2-3 tbsp flour

1 tsp vinegar
Preparation
In hot oil, sauté the vegetables, then add the minced meat and mash until homogeneous.
Add the tomatoes and season to taste.
Place the peeled and chopped potatoes in a baking dish, pour the mixture on top, and mix well.
Bake for about 35-40 minutes at 200°C.
Stir well and pour the topping over it. Bake for another 15-20 minutes.
